Julia is the VP of Operations for Drug Testing Centers of America. In this role Julia is responsible for the planning and implementation of programs and procedures as well as ensuring that the company’s goals and objectives are achieved.
Julia holds a Bachelor’s Degree in Criminology from Morehead State University. Prior to taking a position with Drug Testing Centers of America in 2008, she worked for several years with a variety of organizations in the Criminal Justice field that included the Kentucky Department of Corrections and Administrative Office of the Courts.
Julia’s background in the criminal justice field has provided the perfect foundation for her current position in the drug and alcohol testing industry.
After so many years of seeing the detrimental effects that substance abuse has on individuals, families, and communities she is committed to doing her part to making people in the workplace aware of the life-changing consequences that can occur as a result of their decisions.
Stephen Davis acts as a financial advisor and tax consultant for DTCA.
He holds a BBA in Accounting from Campbellsville University and did masters work at Eastern Kentucky University.
Stephen is an Enrolled Agent licensed to practice before the Internal Revenue Service, a member of the National Society of Accountants, and is an Accredited Tax Advisor and an Accredited Tax Preparer through the American Council for Accountancy and Taxation.
Many of us go through a lifetime wondering what impact that we could make both personally and professionally in this world in which we live. I never really had to wonder about this however, as at a young age I experienced a calling that gave me direction and what I feel is the purpose of my being. I would like to take a moment to share those inspirational beginnings.
The “calling” I speak of began at an early age when I would go into my elementary school library and lose myself in every Clara Barton battlefield nurse book that I could get my hands on. Some years later my mother inspired me with her career as a nurse.
Eventually, I found myself employed at the old Paintsville Hospital in the business office but found it difficult at times trying to focus because I knew about the observation room that was upstairs next to the surgery suite so I found myself sneaking off to watch the late, Dr. Bob Hall, perform what I thought of as surgical magic. A few years later I decided to follow what was the first of many dreams by obtaining a nursing degree from Morehead State University and then a degree in Healthcare Administration from Midway College.
It was this series of events and my experiences along the way that led me to develop a plan to fulfill a desire to serve my community, and has taken me where I am today. In 2007 I managed to step out from the traditional role of employee to begin an adventure into the realm of a true entrepreneur. I had worked for years in the health care industry but still found it intriguing that companies had little to no options to properly screen perspective employees for available positions. The question I posed, “What would a company need to do in order to save money, not lose productivity or work time, yet still be able to complete the proper testing needed to ensure the best possible person would come and work for them?” With this question and my background the Drug Testing Centers of America concept was born. Now as President and CEO of Drug Testing Centers of America, I can continue my “calling”, continue to develop my business and provide the much needed quality service that companies have come to appreciate.
“Promoting a Drug-Free Workplace” is the cornerstone of our mission statement. As many of us know personally, the abuse of drugs in our culture today, is and will continue to be, a recurring problem that employers, families, and individuals alike will have to face in our world ... from now on.
Drug Testing Centers of America’s strategic goals are to assist with the research, prevention, and reduction of substance abuse and being part of a “national awareness campaign to highlight the facts about drug misuse in America”. We aim to facilitate informed, open, and constructive discussion on approaches to drug prevention.
I am convinced that with all of us working together to achieve a common goal we can do our part in this "war on drugs."

In 2009, DTCA President Sandy Dingus was recognized by the Paintsville Johnson County Chamber of Commerce as the businessperson of the year.
DTCA was recognized for our work in helping to grow the economy of Southern and Eastern Kentucky at the Excellence in Entrepreneurship Awards (EIEA). Award recipients were honored as part of their “Decade of Distinction”, sponsored by The Center, Eastern Kentucky University’s College of Business and Technology and Kentucky Highlands Investment Corporation.
Drug Testing Centers of America was inducted into the sixth class of the Kentucky Business Pacesetters in May 2013. Named an “Outstanding Kentucky Business,” DTCA was honored as a high performing, second-stage business that is producing innovative products, increasing sales, creating jobs and serving communities in Kentucky.
